Record Disposition

During an asset's service life, it is possible that the asset might be sold, re-provisioned, traded in, or transferred. As a result, TransAM has a special event to record relevant information and set-off subsequent actions, which complete the disposition effort. An agency might dispose of an asset at different times for a variety of reasons. TransAM enables dispositions under two workflows; a final disposition, or an early disposition.


Record a Final Disposition: An example might be that a revenue vehicle has been in service for 12 years and over 500,000 miles, surpassing its service life criteria. In this occurrence, perform the following workflow from the asset detail page:


  1. Navigate to a vehicle whose age and mileage surpass its ESL (Age) and ESL (Mi.) as defined in the policy. These are usually older assets that have been in service for a long time and have accumulated large mileages.
  2. From the detail page, click Actions->Record final disposition. You will be directed to the final disposition form.
  3. Fill in the required fields and save the form. You will be taken back to the asset detail page.
  4. Observe that the final disposition is recorded as an event in the History tab.
  5. Click the Actions menu and observe no other updates can be made to the asset.


Record a Final Disposition - Asset Transfers: If the ownership of an asset is transferred to another TransAM agency during disposition it is marked as "Disposition Type - Transferred." Follow the steps below to perform an asset transfer:


  1. Navigate to a vehicle whose age and mileage surpass its ESL (Age) and ESL (Mi.) as defined in the policy. These are usually older assets that have been in service for a long time and have accumulated large mileages.
  2. From the detail page, click Actions->Record final disposition. You will be directed to the final disposition form.
  3. Fill in the required fields selecting “Disposition Type – Transferred;” select a Transfer Organization; and save the form. You will be taken back to the asset detail page. At this point, the transfer request has been made but the asset has not officially been disposed.
  4. The receiving agency will see a new notification which says, “A new asset has been transferred to you. Please update the asset.” Click the link.
  5. The receiving agency is directed to an “Update master record” form where they confirm asset data and enter any required new data (e.g. Asset Tag, VIN, etc.). Click the Update button to save the form. Upon saving the transfer form, all asset data is copied to the receiving agency.
  6. Once the form is saved, the asset is officially disposed from the transfer agency and will appear in the receiving agency inventory. Note that the asset is not added to the receiving agency inventory until its master record form has been updated.


Request Early Disposition: Different from the previous scenario is the instance where a vehicle fails to fulfill its expected life span. The real world is messy and sometimes mishaps such as accidents occur. Under these circumstances, the asset might require disposition before originally intended. In this occurrence, from the detail page you can perform the following workflow:


  1. Navigate to an asset whose age and mileage do not surpass the ESL (Age) and ESL (Mi.) as defined in the policy. These are generally newer assets.
  2. From the detail page, click Actions->Request early disposition. You will be directed to the early disposition form.
  3. Enter an explanation and attach any documentation related to the disposition request.
  4. The State is tasked with reviewing the request and deciding whether to Approve, Reject, or Approve via Transfer.
  5. TransAM notifies the requesting agency of the State's response.
  6. Navigate to the detail page and proceed according to the State Approval Process.


State Approval Process: As noted, the State is tasked with reviewing early disposition requests. The State can respond with one of three options:

  1. Approve: The State reviews the agency requests and declares that the justification is satisfactory. In this case, the agency now has accessibility to the final disposition event for that given asset.
  2. Reject: The State reviews the agency requests and declares that the justification is not satisfactory. In this case, the agency still lacks accessibility to the final disposition event. If the agency chooses to pursue the disposition, they would have to make a second early disposition request.
  3. Approve via Transfer: The State likely mediated the asset disposition with the intent of transferring it from one agency to another. Under these circumstances, the State can record the final disposition information and specifically enter the transfer criteria.


Disposition requests can involve communication among State or PennDOT; TransAM simplifies this process by providing notifications and tracking required actions as requests are made.
